As a last resort, you may have to pay to access free public records. Though they are free, you can’t always get to them. That means you have to find a site online that will go and get the information that you need. They will charge you for this, even though the information is out there for free. What you are being charged for is for their time and effort. Look for a site that offers a refund of some type if they can’t find what you need. That way you know you are going to get what you pay for, or you won’t have to pay at all.
